The individual rule change proposals to go before the World Council meeting August 5, 2006 will be posted below to facilitate comments on the individual proposals. There is also a single pdf document in the under the Organization -> Class Documents -> Rules section that contains all the proposals and shows the logical grouping as many are related.

The proposals are in the format used for submission to ISAF.

The sequence of the list below is tha same as in the consolidated pdf document and you might want to look at them both together.

Technical Committee members will monitor this forum and observe the comments being posted, although may only reply to some. If significant points arise it is possible a proposal could be altered and/or the points taken into the discussion preceeding the vote on the proposed change.

Now that the World Council Meeting is complete can we have a detailed summary of the rule changes which were adopted(and their adopted version), and those not adopted. My understanding is these will now be presented to ISAF for ratification, if so when will that be and when would the changes go into effect.

[b] Status of Class Rule Changes – December 28, 2006[/b]

This communication is to update and inform IJCA Class members and boat owners of the status of the pending International J/24 Class Rule changes. The rule change proposals approved at the IJCA World Council meeting 5 August 2006, and those approved by a subsequent mail vote completed on 10 October 2006 have been submitted to ISAF for approval. Our submission for the initial review by the ISAF Secretariat coincided with the ISAF annual meeting in Helsinki, delaying the ISAF approval process. The changes are now in the full review process. We expect an answer in early January 2007.

We can not assume at this point that all proposals will be passed without changes. During ISAF’s initial review, alterations to the wording of some changes were recommended by the ISAF Secretariat. The word alterations were technical and did not alter the intent of the class so we proceeded with them. Listed below are the rule change proposals in their current form. Comments on the changes from our original submission are noted.

It is the intention of the IJCA to make the rule changes effective February 1, 2007, providing final approval by ISAF. The rule changes will be in effect for the US Midwinter Championship, the Mexican National Championship, and the 2007 World Championship in Vallarta, Mexico. The rule changes are not substantive and do not impact measurement of boats although there are changes to the equipment carried on board. Members and boat owners are advised to use the following information for planning, recognizing that all the proposals may not be approved in their current form.

[b]RULE CHANGE PROPOSALS[/b]

[b]Rule 2.5.2 (Administration) [/b]

Proposal: The boat’s sail number shall be her hull number unless otherwise prescribed by the owner’s national authority. When a boat is chartered or loaned the boat’s sail number may be that of the member who chartered or borrowed the boat.

Current Rule: The yacht’s sail number shall be her hull number unless otherwise prescribed by the owner’s national authority.

[b]Rule 3.2.4 (Hull) [/b]

Proposal: The cabin molding on the starboard side aft of the main bulkhead shall be fitted with a basin, sink or stove.

Current Rule: The cabin molding on the starboard side aft of the main bulkhead shall be fitted with either a sink and drain and water tank or a stove with a separate liquid petroleum gas or alcohol container of not less than 1.80kg in weight. The sink shall drain into a plastic container with a minimum capacity of 5 liters and/or overboard by means of a through hull fitting.

[b]Rule 3.7.3 (Weight for Racing) [/b]

Proposal: The all-up weight for racing, excluding the crew, shall be not less than 1345 kg. This weight shall include all items in Rule 3.7.1, items specified in Rules 3.8.5 through 3.8.10 (Equipment to be Carried When Racing), Rules 4.1.1 through 4.1.6 and 4.1.8 through 4.1.10 (Safety Rules When Racing), and Rules 6.1.1 through 6.1.26 (Optional Equipment). All of the above items shall be itemized and listed on the Inventory of Required and Optional Equipment, which shall be carried aboard the yacht and be available for inspection by race authorities. This inventory shall also list any correctors required under Rule 3.7.2. Specifically excluded from counting as part of all-up weight for racing are sails (Rules 3.6), life jackets or personal buoyancy equipment (Rule 4.1.7), personal clothing and gear, food, galley ware and stores, and liquid beverages other than those allowed under Rule 6.1.26.

Current Rule: The all-up weight for racing, excluding the crew, shall be not less than 1375kg. This weight shall include all items in Rule 3.7.1, and may also include items specified under Rules 3.6 (Sails), 3.8.4 through 3.8.9 items specified in Rules 3.8.5 through 3.8.10 (Equipment to be Carried When Racing), and 6 (Optional Equipment). All items not contained in Rule 3.7.1 shall be itemized by weight and listed on the Inventory of Required and Optional Equipment, which shall be carried aboard the yacht and be available for inspection by race authorities. This inventory shall also itemize equipment included in Rule 3.7.1 and correctors required under Rule 3.7.2. Specifically excluded from counting as part of all-up weight for racing are personal clothing and gear, food, galley ware and stores, and liquid beverages other than those allowed under Rule 6.1.26.

Comment: This change eliminated the weight of sails and life jackets or PFDs from the weight on the Inventory of Optional Equipment to reduce the effort required in preparing for a regatta.

[b]Rule 3.8.3 (Fixed Fittings and Equipment to be carried when racing) [/b]

Proposal: Two primary sheet winches positioned on deck between the mainsheet traveler and the aft face of the forward end of the cockpit well with a drum diameter not exceeding 76mm.

Current: Two primary sheet winches positioned between the mainsheet traveler and the aft face of the forward end of the cockpit. The two primary sheet winches shall not have a power ratio of more than 30:1.

Comment: Winches that were acceptable under the old rule are still acceptable. The issue over the Harken 32 winches with a 10 inch handle exceeding the power ratio limit in the old rule is eliminated.

[b]Rule 3.8.5 (Fixed Fittings and Equipment to be carried when racing) [/b]

Proposal: A minimum of one bucket of minimum capacity 9 liters fitted with a lanyard.

Current: A minimum of one bilge pump and a bucket of minimum capacity 10 liters.

Comment: Remember to attach the lanyard!

[b]Rule 3.8.7 (Fixed Fittings and Equipment to be carried when racing) [/b]

Proposal: One anchor with or without chain of combined minimum weight of 6kg with 40m of not less than 8mm rope. When carried, anchor chain shall be attached to the anchor and shall not be stowed on or under the cabin sole over the ballast keel. The minimum weight of the anchor shall be 3kg and the maximum weight of the chain carried shall not exceed 6kg.

Current: One anchor with or without chain of combined minimum weight of 6kg with 40m of not less than 8mm non-floating warp. When carried, anchor chain shall be attached to the anchor and shall not be stowed on or under the cabin sole over the ballast keel. The minimum weight of the anchor shall be 3kg and the maximum weight of the chain carried shall not exceed 6kg.

Comment: Replaces “non-floating warp” with “rope”.

[b]Rule 3.8.9 (Fixed Fittings and Equipment to be carried when racing) [/b]

Proposal: There shall be a minimum of 2 liters of motor fuel carried in reserve when the boat crosses the finish line for the last race of the day.

Current: A minimum of one container of a type as required by the national authority or local regulations with a minimum of 2 liters of motor fuel.

Comment: Moves the fuel requirement to be available at the end of racing for the day. This enables better enforcement.

[b]Rule 4.1.2 (Safety Rules When Racing) [/b]

Proposal: Delete and make rule “not in use”.

Current: Navigation lights in working order.

[b]Rule 4.1.4 (Safety Rules When Racing) [/b]

Proposal: Delete and make rule “not in use”.

Current: A minimum of one foghorn.

[b]Rule 4.1.5 (Safety Rules When Racing) [/b]

Proposal: Renumber Rule 4.1.5 to 6.1.28.

Current: A minimum of one water resistant flashlight.

[b]Rule 4.1.8 (Safety Rules When Racing) [/b]

Proposal: A minimum of one throwable lifesaving device with sea anchor attached on deck, and ready for use.

Current: A minimum of one throwable lifesaving device with sea anchor attached within the reach of the helmsman, and ready for instant use. attached to the pushpit or inner side of transom.

[b]Rule 4.2 (Safety Rules When Racing) [/b]

Proposal: The Notice of Race may prescribe safety equipment in addition to the minimum standards contained in the class rules.

Current: For local and national events, the notice of race and sailing instructions may prescribe additional safety equipment.

[b]Rule 5. (Crew) [/b]

Proposal: 5. CREW
5.1 The crew shall consist of not less than three persons.
5.2 Total crew weight (in swim wear) shall not exceed 400 kg.
5.3 A crew nominated or listed for a regatta or a series of races held over consecutive days including any lay days, shall remain the same throughout the event unless crew substitution is specified in the notice of race.

Current: 5. CREW
5.1 The crew shall consist of not less than three persons and total crew weight (in swim wear) shall not exceed 400kg at weigh-in prior to the start of a regatta. A crew nominated or listed for a regatta or a series of races held over consecutive days including any lay day, shall remain the same throughout the event unless substitution is authorized by the race committee. If there is a substitution for the helmsperson, he/she must be one of the crew nominated at registration, and a member of the IJCA.

Comment: The provisions for crew substitutions in the original proposal to change this rule will be placed in the Regatta Regulations and class standard notice of race.

[b]Rule 6.1.2 (Optional Equipment) [/b]

Proposal: Two secondary winches with a drum diameter not exceeding 70mm. These may be used to sheet the tails of all running rigging.

Current: Two secondary winches with a power ratio not exceeding 8:1 and not exceeding 67mm in diameter. These may be used to sheet the tails of all running rigging.

[b]Rule 6.1.29 (OPTIONAL EQUIPMENT)[/b]

Proposal: Add New Rule
Anti-abrasion strips of any material may be installed on the aft edge of the upper deck at the companionway.

[b]Rule 8.2 (RESTRICTIONS WHEN RACING) [/b]

Proposal: The Racing Rules of Sailing 42.3 (b) and (c) are changed as follows:
(b) add the restriction that a boat's crew may not hang on the mast or shrouds to promote roll tacking or gybing.
(c) such that when pulling on the mainsheet to initiate surfing or planing, all parts of the mainsheet may be pulled simultaneously.

Current: 8.2 Notwithstanding the provisions of Racing Rules of Sailing 42, 42.3 or 49, the following actions are prohibited at all times:
8.2.1 Sudden movement of the body forward or aft (ooching).
8.2.2 The repeated pumping of the headsail, mainsail, or any trim of the spinnaker halyard or guy to promote surfing or acceleration of the yacht. However, a single, even rapid trim of the headsail or spinnaker sheets and/or the mainsheet shall be permitted, provided the frequency of trim is not greater than that of waves passing under the yacht. All parts of the mainsheet may be pumped simultaneously.
8.2.3 Hanging on the mast or shrouds to promote roll tacking or gybing.

Comment: This change will make class rule 8.2 compatible with the 2005-2008 version of the Racing Rules of Sailing rule 42.

[b]Rule 9 (Rules Governing Continental and World Championships) [/b]

Proposal: World and Continental Championships shall be conducted in accordance with the Regatta Regulations of the IJCA.

Current: 9.1 The International Jury shall consist of a chairman and four other members. The jury shall be comprised of members of at least three nationalities.
9.1.1 The chief judge and two of the jurors shall be approved by the IJCA Executive Committee.
9.1.2 The Event Chief Measurer shall be the Chairman of the IJCA Technical Committee or the person so designated by the Technical Committee.

Comment: This change removes duplication in the Class Rules and the RRS.
The second part of the change is to have the IJCA Regatta Regulations apply to the management and conduct of J/24 World and Continental Championships.

[b]Rules – PLAN C[/b]

Proposal: Add to the following note to the “Keel bottom shape” diagram:
“Maximum 90 degrees at 260mm from trailing edge”
and on the bottom flat, add “Maximum 15mm”

Current: Dimensions are not on PLAN C (Keel Plan)

Comment: This defines the maximum allowable “V” shape.

[b]Rules – Measurement Certificate Part C - Inventory of Required and Optional Equipment [/b]

Proposal: Remove the individual weights for items:
3.6.10 Mainsail
3.6.11 Jib
3.6.12 Genoa
3.6.13 Spinnaker and
4.1.7 Life jackets.

Change: 3.7.3 ALL-UP WEIGHT FOR RACING (1345 kg min.)

Current: 3.7.3 ALL-UP WEIGHT FOR RACING (1375 kg min.)

Comment: This changes The Measurement Certificate to conform to the change to Rule 3.7.3.
