Description: Remove rule - make not in use. Comments Part of the rule book clean-up

Current Rule: 3.6.4 The sails shall be measured in accordance with Appendix A of the Class Rules.

Proposed Rule: Not in use.

Reasons:
a) This is a carry over from pre Measurement Manual days and should have been taken out when 2.8.1 was put in.
b) It conflicts with rule 2.8.1 in purpose although the diagrams are the same.

There is an error in the proposal - the reference in the reason should be to 2.7.3, not 2.8.1.
