I just bought a J/24 that has all new (2 years ago) mast and standing rigging. I think I understand how to step the mast and set up the rigging. What I need to know is where the topping lift for the boom attaches. There was an old one on the boat but I don't think it has been on the new rigging. Should I drill an attachment hole thru the tang forward of the mainstay on the mast top. Any help would be appreciated...

You don't need one.
Most boats just lay the boom on the lifeline.
If you keep your main sail on the boat with a boom cover while not in use then you could use the main halyard if you want to keep the boom lifted
