PROPOSAL:
Two secondary winches with a drum diameter not exceeding 70mm.

CURRENT POSITION:
Two secondary winches with a power ratio not exceeding 8:1 and not exceeding 67mm in diameter. These may be used to sheet the tails of all running rigging

REASON:
1) To remove antiquated wording and maintain consistency with Rule 3.8.3, because the final ratio is determined by the wench handle.
2) To maintain limitations on the size of secondary wenches.
3) To simplify the Rules

A step in the right direction
- Any relaxation of the rules on secondary winches is a step in the right direction. There should be no limitations on them at all because there is no competitive advantage to a bigger one (except possibly for small crewmembers). In fact many J/24s' secondary winches have been removed because the deck obstruction is't considered worth the racing benefit.

My response is on behalf of 12 of the 23 polled Lake George - Fleet 24 members. The majority response is . . . to change the rule. Discussion: Agree with the Technical Committee.
