PROPOSAL: A minimum of one throwable lifesaving device with sea anchor attached, on deck and ready for instant use. CURRENT POSITION: A minimum of one throwable lifesaving device with sea anchor attached within reach of the helmsman and ready for instant use, attached to the pushpit or inner side of the transom. REASON: 1) Current text creates a conflict within itself. The text requires the throwable device to be ATTACHED, specifically to the pushpit or inner side of the transom. To have the securely attached so as not to lose overboard, eliminates the device's ability to be "ready for instant use." 2) Improves the grammar and enhances the ability to communicate the intent. 3) Simplifies the Rules. COMMENTS: Recommended by the Technical Committee |

I think the intent of the original rule was that there be a horseshoe and sea anchor attached to each other, and *not* to the boat. The new phrasing is at least as ambiguous: it might mean that it's supposed to be attached with a leash to the boat so that you can pull the victim in after the horseshoe is thrown, or it might mean that it's to be stowed in a way that keeps it ready for immediate use while being secure from being lost in, for example, a hard broach. I think the latter is what's intended, but I'm skeptical that even that is necessary. for many years I've kept mine under the tiller, just loose on the cockpit sole, and it's never budged. I've never had a broach hard enough to put the spreaders in the water (at least not on the J24) so I might not be the one to talk. How about this: "A minimum of one throwable lifesaving device with sea anchor attached to it, on deck and ready for instant use, and secured against accidental loss." I think the last clause is unnecessary, but a few inches of duct tape will serve if you all disagree with me. if you want to have a nice bracket and need the weight to make minimum, that would fit the rule too. |

People are mis-reading the current rule: The English says: A minimum of one throwable lifesaving device with sea anchor attached, on deck and ready for instant use It is the sea anchor that is ATTACHED to the throwable device. NOT the throwable device that is attached. The current rule does not create a conflict a s the device does NOT have to be attached to the pushpit or the inner side of teh transom. The comma after " attached" marks a break in the sentence point, the second element of the sentence being that the device must be on deck and ready for instant use. There is no need to change the current rule but if we want clairty may I suggest: A minumum of one throwable lifesaving device with sea anchor attached.
