Subject: Leaking bolt joining the deck to the hull under the toe rail

Two of the bolts on the outside edge of the ceiling inside the slider are leaking. One of these is a bolt holding the toe-rail down and it is a fairly simple matter to remove it and re-seat it with sealant. The other bolt appears to be between two toe-rail bolts so I'm guessing there are a series of bolts under the toe rail.

Any suggestions as to how to fix this one?

The only idea I have at the moment is to drill through the toe rail so that this bolt can be removed. Removing the entire toe-rail is not an option as I'm sure its glued to the boat with sealant and will not come off in one piece.

In the near future I'll be replacing my old cracked toe rails.
