Waterline Systems is the US builder and has many of the parts including teak and PVC toe rails. See the parts catalog on there site:

I made my own for my recent deck rebuild.

From a local (Atlanta, GA) hardwood supply company I bought some appropriate length teak planks with approx. 1" x 8" profile.
Then my uncle ripped toerails from the planks using a table saw (basic shaping) and router table (rounding top corners). This
was based on a cross-section diagram of toerails on other local J/24s. A bit of sanding with a palm sander finished them off.

The teak planks cost around $100 total - the rest was "just" labor. :-)
