Subject: Proposal - Rule 4.1.4 Foghorn

PROPOSAL:
Delete and make rule “not in use”.

CURRENT POSITION:
A minimum of one foghorn.

REASON:
1) To simplify the Rules

COMMENTS:
The proposal is in violation of RRS 48.
Deleting this Rule will add a burden to event organizers to repetitively handle what for the class is a simple, one time issue. Removing a safety item from the Rules and suggesting it be covered in the NOR and/or SI’s will create more confusion.
The Technical Committee, Designer & Copyright Holder recommend against this proposal.

European sailors have said no on this one. What exactly is the purpose of a foghorn in a race. Leave it to local requirements. This is one for the cruising fleet.

While the use during a race may never arise, there have been regattas where fog has rolled in either while waiting to race, during a race or after a race. Eliminating a piece of basic safety equipment which may prevent a collision/injury is not prudent.

So now and then we get in a fog on the IJsselmeer or the North Sea, Near the Port of Rotterdam, never had accidents, never heard a foghorn of 1 of the competitors. making a local chart and a handheld gps mandatory would ad more safety then the fog horn.

My response is on behalf of 12 of the 23 polled Lake George - Fleet 24 members. The majority response is . . . to not change the rule. Discussion: Agree with the Technical Committee.

All boats should have a horn. It is pretty simple. Another safety item... It needs to stay.

I oppose the proposed change. You may not often need a horn (unless you often are in a crowded fog) but the cost is very low.
