PROPOSAL:
The crew shall consist of not less than three persons and total crew weight (in swim wear) shall not exceed 400kg at weigh-in prior to the start of a regatta. A crew nominated or listed for a regatta or a series of races held over consecutive days including any lay day, shall remain the same throughout the event unless substitution is scheduled at registration. Crew changes not declared at registration require advance written approval of the Jury or Protest Committee, and will only be granted in exceptional circumstances. If there is a substitution for the helmsperson, he/she must be one of the crew nominated at registration.

If there is a substitution for the helmsperson, he/she must be one of the crew nominated at registration, and a member of the IJCA.

REASON:
1) To provide specific requirements for substitutions
2) To comply with current practice that facilitates crews entering regattas.
3) To eliminate the need to add this provision as a rules chnage in NORs and SIs.

My response is on behalf of 12 of the 23 polled Lake George - Fleet 24 members. The majority response is . . . to accept the rule proposal. Discussion: Agree with the Technical Committee.
