NOTICE OF RACE

2003 UNITED STATES PAN AMERICAN GAMES TRIALS

J/24 CLASS

 

Key Biscayne Yacht Club

Key Biscayne, Florida

January 4-6, 2003

 

ORGANIZING AUTHORITY

This event will be organized by US SAILING in cooperation with the U.S. J/24 Class Association, and hosted by the Key Biscayne Yacht Club.

GOVERNING RULES

This event will be governed by the rules as defined by the Racing Rules of Sailing (RRS).

 

REGATTA SITE

Races will be sailed on Biscayne Bay near Miami, Florida.

 

FORMAT

The crew shall consist of exactly four (4) persons with a total crew weight (in swim wear) not to exceed 320kg. This changes Class Rule 5.1.

For the purpose of having teams compete with equal equipment, boats may use all sails allowed by Class Rules (i.e. genoas) although the Pan Am Games finals will be sailed with 100% jibs only.

 

ADVERTISING

The Regatta is designated Category C in accordance with RRS Appendix I, Regulation 20.

 

ELIGIBILITY

All participants in the Pan Am Trials must be members of US SAILING and meet all Class eligibility requirements.

 

Only individuals eligible to represent the United States (US citizens) in the Pan American Games are allowed to participate in the Trials. The winning team will be nominated to USOC to represent the USA at the 2003 Pan Am Games. If you have questions regarding your opportunity to compete in the Pan Am Trials that are not answered by US SAILING, you may contact the USOC Athlete Ombudsman: John W. ENTRY REQUIREMENTS

Participants are encouraged to register as soon as possible to facilitate proper planning for this event. Entry forms are available online at www.j24class.org/usa/Florida2003/ or from the U.S. J/24 Class office at 5247 Burnet Rd. #15, Austin, TX 78756, email: director@j24class.org. The entry deadline is 1830 on Saturday, January 4, 2003. The Organizing Authority will collect a social fee of $125 per boat at registration.

 

REGISTRATION & MEASUREMENT

Registration and measurement will be held Saturday, January 4, 2002, 1200-1830. All boats, sails and equipment must be available for measurement and inspection. A valid Class Measurement Certificate is required for all entries. Full measurement may not be available at the event and participants are encouraged to have their boats measured and obtain their Measurement Certificate before arrival.

 

SAILING INSTRUCTIONS

Sailing Instructions will be available at registration. A competitor's briefing will held at 1900 on Saturday, January 4, 2003. Questions regarding the sailing instructions should be submitted in writing before 1830 on Saturday, January 4.

 

SCHEDULE OF RACES

Sunday, January 5, 2003 1030 First warning signal. Subsequent races to follow.

Monday, January 6, 2003 1030 First warning signal. Subsequent races to follow.

Tuesday, January 7, 2003 Reserved for make-up races. First warning signal 0930. (If five races have been completed by Monday evening, the series will be terminated and scored on the basis of races sailed).

Seven races are scheduled. No warning signal after 1400 on Tuesday, January 7, 2003.

 

COURSES

Approximate one-mile leg windward/leeward course.

 

PENALTY SYSTEM

Rule 44.3 will apply.

 

SCORING

The low point scoring system (Rule A2) will apply, modified so that each boat’s score will be the total of her race scores with her worst score discarded if five or more races have been completed.

Seven races are scheduled.

 

DRUG TESTING

The US Anti-Doping Agency (USADA) may conduct doping control. However, all Pan Am Team Members will be subject to doping control within 120 days of the start of the Games. Information on drugs and medications and about doping control may be obtained by calling the USADA Drug Reference Line at 1-800-233-0393, or the USADA web site www.usantidoping.org.

 

By registering to compete, you are consenting to be subjected to the drug test. Failure to comply with the testing program will result in the same penalty as a positive drug test.

 

PRIZES

US SAILING medals will be awarded to the top three finishers.
